About T-Minus

A working prototype of procurement at the speed of mission.

What this is, and what it is not

T-Minus is a working prototype built by a NASA contracting officer on the agency's own rules. It makes acquisition time visible against the mission date: the phase, the next decision, the days to award, the blocker, and who owns it.

It is not an official NASA system and it implies no endorsement. Every record in it is fictional: the vendors, the prices, the people, and the contract numbers. Only the Center names are real. It extends NCMS, SAM.gov and ORBIT; it never replaces them, and NCMS remains the document of record for solicitations and contracts.

What is built

  • Executive Overview (Mission Clock) Priority projects, statuses, blockers, callouts, Centers and Enterprise tabs.
  • Work Queue Five-column board and list view for the team, with filters.
  • Intake (NF 1707) The form, validation, red flags, the estimate, and Start the clock.
  • The acquisition file Launch sequence, polls, holds, thresholds, NCMS handoff, contract file index.
  • Template engine Versioned HTML forms with binding, exports, defect reporting, and the regulation sidebar.
  • Checks SAM.gov entity, exclusions sweep, set-aside evidence, comparables.
  • Audit log Every action, with actor and phase filters.
  • Watch GAO decisions, Federal Register, and regulatory references.
  • Announcements and leadership digest HQ notices and the weekly digest.
  • Clause change impact list Affected contracts, mod tasks, SF 30 handoff packets.
  • Reporting views and Center configuration Read-only views, nightly extracts, Center overrides.
